A nicely populated beach would be a great place to meet people. Also, many of the smaller bars and restaurants do not really project a "bar scene". They are excellent gathering places. Many feature outdoor seating, some are right on the water. The dress code and the atmosphere is very laid back, natural and friendly.

Depending on which island you are visiting and where you stay, there are usually lots of activities (and good opportunities to meet people) right on the premises.
