{"id":18426,"date":"2012-02-27T10:16:41","date_gmt":"2012-02-27T15:16:41","guid":{"rendered":"http:\/\/www.bahamasb2b.com\/news\/?p=18426"},"modified":"2012-02-27T10:16:41","modified_gmt":"2012-02-27T15:16:41","slug":"road-traffic-riddled-with-corruption","status":"publish","type":"post","link":"https:\/\/www.bahamasb2b.com\/news\/2012\/02\/road-traffic-riddled-with-corruption","title":{"rendered":"Road Traffic Riddled With Corruption"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-18427\" style=\"margin-left: 10px; margin-right: 10px;\" title=\"government-corruption\" src=\"https:\/\/www.bahamasb2b.com\/news\/wp-content\/uploads\/2012\/02\/government-corruption-250x161.jpg\" alt=\"\" width=\"250\" height=\"161\" srcset=\"https:\/\/www.bahamasb2b.com\/news\/wp-content\/uploads\/2012\/02\/government-corruption-250x161.jpg 250w, https:\/\/www.bahamasb2b.com\/news\/wp-content\/uploads\/2012\/02\/government-corruption-150x97.jpg 150w, https:\/\/www.bahamasb2b.com\/news\/wp-content\/uploads\/2012\/02\/government-corruption.jpg 400w\" sizes=\"auto, (max-width: 250px) 100vw, 250px\" \/>A  financial officer at the Road Traffic Department has alleged that  \u201cphantom-like\u201d accounting practices are taking place in the government  agency, and urged that a \u201cdoll house operation\u201d that exists within it be shut down.<\/p>\n<p>He was referring to an unofficial \u2018accounting unit\u2019 that was separate  from the main accounting office, according to the report obtained by  The Nassau Guardian.<\/p>\n<p>The financial officer said in the report that when the unofficial  unit was compared to the main office, there were \u2018reportable  conditions\u2019.<\/p>\n<p>\u201cThese conditions are reportable because there is no segregation of  duties and responsibilities [in the unit], as well as there is  decentralization, thus controls are almost non-existent,\u201d he wrote.<\/p>\n<p>The financial officer also wrote that up to August 2011, the de-facto  accounting unit had been in operation for at least two years.<\/p>\n<p>The financial officer said the figures coming out of this unit \u201cindicate ineffectiveness and that figures don\u2019t lie, people do\u201d.<\/p>\n<p>He also wrote in the report to the government\u2019s top financial  officers, \u201cI cannot sit in idleness by and allow persons to use their  superficial intelligence and position of power to manipulate the  accounting process, therefore I am seeking an immediate transfer.\u201d<\/p>\n<p>In another report, the financial officer alleged that the user IDs of  employees who left the department years ago \u2014 including that of former  road traffic controller and current Gardens Hills MP Brensil Rolle \u2014  were used to issue hundreds of thousands of dollars worth of driver\u2019s  licenses last year.<\/p>\n<p>In Rolle\u2019s case, his user ID accessed the system as recently as  November 1 of last year, despite him being out of the department for  several years, said the officer in the report sent to Treasurer Eugenia  Cartwright, Financial Secretary Ehurd Cunningham and Auditor General  Terrance Bastian on December 12, 2011.<\/p>\n<p>Rolle left the department in 2005, and was replaced by now Director of Immigration Jack Thompson.<\/p>\n<p>Last night, Rolle said he was flabbergasted by the allegation.<\/p>\n<p>\u201cThat should be impossible. I shouldn\u2019t even have anything related to  a password or an ID. The very week that I left licenses were issued  under the signature of Jack Thompson,\u201d said Rolle, who emphatically  stated that he could not speak to any issues that occurred at the  department after he left.<\/p>\n<p>The report emerged as a result of efforts by the officer to reconcile  the driver\u2019s license issuing system and the cash receipting system for  the period between July 1 and November 30 last year, the report claimed.<\/p>\n<p>The report also claimed that a user ID of an employee who left the  department more than 10 years ago had been used to issue at least  $249,000 worth of driver\u2019s licenses and was last used to access the  system on November 30.<\/p>\n<p>In another instance, the user ID of an employee who has reportedly  been stationed at another agency for over two years, last accessed the  system on November 30, and issued licenses valued at $29,275.<\/p>\n<p>The department is supposed to collect fees on driver\u2019s licenses printed.<\/p>\n<p>However, the officer claims he was unable to reconcile the number of driver\u2019s licenses issued and the cash received for them.<\/p>\n<p>\u201cThere are four main users who print driver\u2019s licenses in the  driver\u2019s license unit, however, evidence (indicates) that they have  access to 48 user IDs,\u201d wrote the officer. \u201cThe main user IDs account  for about 22.24 percent of the dollar value of driver\u2019s licenses  printed, whereas the supposed dead\/inactive user IDs account for some  77.76 percent of the dollar value of drivers licenses printed.\u201d<\/p>\n<p>The department printed nearly $1,000,000 worth of driver\u2019s licenses  during a five-month period last year, according to the officer.<\/p>\n<p><span style=\"color: #888888;\"><em>Juan McCartney<br \/>\nNassau Guardian Senior Reporter<\/em><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>It has been discovered that yet another government department is riddled with corruption yet, as usual no arrests or prosecutions will be made.<\/p>\n","protected":false},"author":25,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"rop_custom_images_group":[],"rop_custom_messages_group":[],"rop_publish_now":"initial","rop_publish_now_accounts":{"facebook_10223285771444175_51037792744":""},"rop_publish_now_history":[],"rop_publish_now_status":"pending","footnotes":""},"categories":[12],"tags":[93,98,40,62],"class_list":["post-18426","post","type-post","status-publish","format-standard","hentry","category-headlines","tag-corruption","tag-financial","tag-government","tag-traffic"],"_links":{"self":[{"href":"https:\/\/www.bahamasb2b.com\/news\/wp-json\/wp\/v2\/posts\/18426","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.bahamasb2b.com\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.bahamasb2b.com\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.bahamasb2b.com\/news\/wp-json\/wp\/v2\/users\/25"}],"replies":[{"embeddable":true,"href":"https:\/\/www.bahamasb2b.com\/news\/wp-json\/wp\/v2\/comments?post=18426"}],"version-history":[{"count":0,"href":"https:\/\/www.bahamasb2b.com\/news\/wp-json\/wp\/v2\/posts\/18426\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.bahamasb2b.com\/news\/wp-json\/wp\/v2\/media?parent=18426"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.bahamasb2b.com\/news\/wp-json\/wp\/v2\/categories?post=18426"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.bahamasb2b.com\/news\/wp-json\/wp\/v2\/tags?post=18426"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
