In almost every international<br \/>\neconomic rating system, Jamaica is sadly regarded as a &#8220;basket-case&#8221;<\/p>\n<p>\nIn a democracy, the way to get at the best ideas is to insure the widest possible debate. The reason is that no one person can know what is right in all circumstances or even in any one circumstance.
