Porter was director of the hospital when the alleged fraud occurred between 2008 and 2011. He left the job in 2011 amid allegations of mismanagement.<\/p>\n<p>Porter is also the former head watchdog of the Canadian Security Intelligence Service, the country\u2019s spy agency.
