{"id":36617,"date":"2013-06-18T09:36:32","date_gmt":"2013-06-18T13:36:32","guid":{"rendered":"http:\/\/www.bahamasb2b.com\/news\/?p=36617"},"modified":"2013-06-18T09:36:32","modified_gmt":"2013-06-18T13:36:32","slug":"idb-investments-vulnerable-to-political-pressures","status":"publish","type":"post","link":"https:\/\/www.bahamasb2b.com\/news\/2013\/06\/idb-investments-vulnerable-to-political-pressures","title":{"rendered":"IDB: Investments &#8216;Vulnerable To Political Pressures&#8217;"},"content":{"rendered":"<p><a href=\"https:\/\/www.bahamasb2b.com\/news\/2013\/06\/idb-investments-vulnerable-to-political-pressures-36617.html\/christie-13\" rel=\"attachment wp-att-36619\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-36619\" title=\"christie\" src=\"https:\/\/www.bahamasb2b.com\/news\/wp-content\/uploads\/2013\/06\/christie.jpg\" alt=\"\" width=\"500\" height=\"375\" srcset=\"https:\/\/www.bahamasb2b.com\/news\/wp-content\/uploads\/2013\/06\/christie.jpg 500w, https:\/\/www.bahamasb2b.com\/news\/wp-content\/uploads\/2013\/06\/christie-150x112.jpg 150w, https:\/\/www.bahamasb2b.com\/news\/wp-content\/uploads\/2013\/06\/christie-250x187.jpg 250w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a>Investment projects have been \u201cvulnerable to political pressures\u201d because the Bahamas lacks a national economic development plan, the Inter-American Development Bank (IDB) has warned.<\/p>\n<p>An IDB paper on a proposed $450,000 project, which aims to strengthen \u201cinstitutional capacity\u201d within the Prime Minister\u2019s Office, said the absence of such a plan had made it difficult for the Bahamas to align major foreign direct investment (FDI) projects with national economic priorities and industries targeted for growth.<\/p>\n<p>The project, which aims to facilitate the creation of just such a plan, describes the resulting National Economic Development Strategy as \u201ca road map for key decisions on investments and policy making\u201d.<\/p>\n<p>Analysing the consequences of 40 years without such a plan\/strategy, the IDB said it had left economic policymaking and investment decisions subject to the whim of individual ministers and ministries.<\/p>\n<p>Economic and investment policies altered with each change in government, it added, and the Government was unable to give \u201cobjective\u201d reasons as to why it rejected investment proposals deemed to be \u2018non-priority\u2019.<\/p>\n<p>The ultimate impact, the IDB said, was that poor planning held back Bahamian economic growth and job creation.<\/p>\n<p>\u201cThe Bahamas has lacked a comprehensive and publicly discussed long-term strategy for the country\u2019s economic development since its independence in 1973,\u201d the IDB paper said.<\/p>\n<p>\u201cWithout such a strategy, the prioritisation of policies, programmes and investment projects has most times been made on an ad-hoc basis, and has tended to be vulnerable to short-term political pressures and individual agendas by line ministries.<\/p>\n<p>\u201cThe lack of economic planning prevents investments from being strategically directed to those sectors offering greater development opportunities, thus affecting the overall performance of the economy,\u201d the IDB added.<\/p>\n<p>\u201cAn improved institutional capacity for planning and investment assessment would ensure a better economic performance, and ultimately contribute to the sustainability of public finances.\u201d<\/p>\n<p>As to the implications of the current flaws, the IDB report said: \u201cThis has led to institutional fragmentation, as well as to inefficiencies and inconsistencies in investment decisions with each change of administration, as authorities lack objective justifications to reject non-priority projects.<\/p>\n<p>\u201cThis weak planning performance in practice mirrors the country\u2019s institutional and legal framework for this key function.
