Outrage As Derelict Guards Get Off Too Easy

The guards have reportedly been fined $20 each, plus one day’s pay (about $60) for their negligence in allowing a dangerous prisoner to escape from Fox Hill prison.

The prisoner, Barry Parcoi, 43, was serving a life sentence for rape and forcible detention with intent, as well as a 20-year sentence for armed robbery. He escaped a few weeks ago by smashing a hole in a cinder-block bathroom. He was recaptured within days after being discovered hiding in Andros.

The light fines are apparently the maximum penalty permitted under an outdated regulation governing the punishment of prison officers. The out-dated regulations are frustrating to the new prison chief, Dr. Ellison Rahming, who is looking into updating the prison rules so harsher penalties can be imposed on officers who are found guilty of incompetence, negligence or corruption.
