On Friday, July 26, 2013, the graduation ceremony for the Quality Control in Civil Aviation Security (QCCAS) Training course was held at British Colonial Hilton Hotel. The training was provided by the U.S. Government through the U.S. Department of State’s Bureau of Diplomatic Security. On hand for the event, U.S. and Bahamian law enforcement officials and Regional Security officials from the U.S. Embassy.
The one-week course focused on how to develop and implement an aviation security quality control program designed to meet International Civil Aviation Organization (ICAO) standards. Using lecture, discussion, and extensive group exercises, it introduced participants to quality control program development, coordination, and implementation.
Participants were provided with the primary ICAO standards for compliance verification measures, and they examined the elements and uses of each measure. In group exercises they determined when it is appropriate to utilize a particular measure for effective and efficient quality control.
Course topics included human rights, trends in terrorism, ICAO security concepts, personnel qualifications and training, compliance verification measures consisting of surveys, audits, inspections, and tests, and other aspects of compliance activities recommended for successful aviation quality control programs.
At the conclusion of the course, participants were able to: understand the regulations and requirements that constitute an acceptable quality control program; identify deficiencies in existing aviation security quality control programs; conduct surveys, audits, inspections, and tests, and develop an aviation quality control plan consistent with ICAO standards.
